Director of Operations, BayCare Behavioral Health Past ASAP Chair, Board Member At Large
Tracey Kaly is the Director of Operations at BayCare Behavioral Health. She oversees clinical operations of mental health and substance use services for adults and children at multiple sites within the BayCare continuum of care. Tracey has been in a senior leadership role with BayCare for over 15 years working hands on in the areas of clinical program development, implementation of specialized initiatives, writing of grants and research projects, community development and clinical supervision model development/implementation. She has been a member of ASAP since its inception in 2006 and has served as a board chair person and subsequent member since 2009. She is a Florida Gator and is the proud parent of Brenna, Luke, and Jackson.
Chrissie Parris
Community Health Coordinator, BayCare Behavioral Health, President
Chrissie Parris is the Community Health Coordinator for BayCare Behavioral Health; in this position, she oversees the Community Health Activation Team (C.H.A.T.) and prevention services. Chrissie and her team work closely with the schools, jail, and community partners to implement evidence-based strategies addressing substance use prevention with a holistic approach. Chrissie’s interest in prevention began when she was a volunteer for a 24-hour crisis hotline and drop-in center at a staff run, grassroots organization in central Pennsylvania. She went on to work in substance use prevention and intervention for 17 years, including 5 years as the ASAP coordinator. She is a proud graduate of Penn State University and loves to travel.
Art Rowand
Retired, Pasco Sheriff’s Office, Board Member At Large
Art is a retired sergeant and supervisor from Pasco Sheriff’s Office. During his time with the Sheriff’s Office he supervised many areas within the agency. The last 12 years of his 36 year career, 33 with the Pasco S.O., he was the supervisor of the Selective Traffic Enforcement Patrol (STEP) Unit within Special Operations, One of the main focuses of the STEP Unit was enforcement of laws related to alcohol and drug impaired driving. He currently serves as a member of several community organizations and is active in the Recovery Community. He has been a member of ASAP since its inception and has served as vice-chair. He has Bachelor of Science degree from St. Leo University. He is active in his Church and is a native Floridian.
Kelly Mothershead
Business Owner | Board Member At Large
Kelly has a strong background in Community Relations and many direct connections to the businesses and families in our community. She was raised right here in Pasco County and continues to own a business here. Kelly is a real estate agent and owner of Kelly’s Home Team at Keller Williams Realty. Kelly is an active member in many organizations including local Chambers of Commerce, Rotary and networking groups. Kelly is a member of the New Port Richey City Council. She has a strong background in communications and community relations with her current business, as well as with other large companies in the area. Her volunteer focus has been working with community organizations to increase fundraising efforts and awareness around drug addiction and overdose.
Kelly won the title of Volunteer of the year in Wesley Chapel for 2014 and Small Business of the year in 2013. She also won New Business of the year in 2014 for Central Pasco Chamber. Kelly was a finalist in 2013 and 2015 for the Tampa Bay Business Journal’s Businesswoman of the year. Kelly won the Community Hero award for the Pinellas Realtor Organization in 2021 and Outstanding elected government official for the West Pasco Board of Realtors 2022.
Colleen Beaudoin
Pasco County School Board, Treasurer
Colleen Beaudoin is a mother of three and has 30 years of experience as an educator. She is passionate about providing every child the opportunity to be successful in school so they have the tools they need to excel in whatever path they choose. She is committed to working with community leaders to help support students and families.
In addition to serving as the District 2 School Board Member for Pasco County Schools, Mrs. Beaudoin is an Instructor of Mathematics at The University of Tampa. She is a member of the Florida School Boards Association, Mathematics Association of America, National Council of Teachers of Mathematics, Florida Council of Teachers of Mathematics, National Society for Experiential Education, and serves on the Tourette Association of America Education Advisory Board. Mrs. Beaudoin received her B.S. in Mathematics Education from the University of South Florida and her M.Ed. in Curriculum and Instruction from The University of Tampa.
Joseph Resnick
Chief Executive Officer, Premier Community HealthCare Group, Board Member At Large
Joseph D. Resnick joined Premier Community HealthCare Group, Inc. as the Chief Executive Officer in 2014. As CEO, Resnick is focused on the impact of the health care reform by improving operations, with emphasis the patient experience and strengthening the workforce of Premier. He is also dedicated to improving the health center business model which includes communicating the health center’s strategic plan to the community-at-large.
Prior to joining Premier, Mr. Resnick served in several leadership positions with Women’s Care Florida – Insignia Care for Women, Florida Hospital North Pinellas, Ankle & Foot Center of Tampa Bay, and Tampa General Hospital. He earned a Bachelor of Science degree from the University of Tampa and a Masters in Healthcare Administration through the University of South Florida’s College of Public Health.
Resnick and his wife (Erika) have made the Tampa Bay area their home and stay busy raising four children together. He enjoys an active lifestyle which includes traveling, volunteering, running, musical festivals and outdoor adventures.
Trang Chitakone
Health Officer, Florida Department of Health – Pasco County, Board Member At Large
On May 26, 2023, Trang Chitakone was confirmed as the new Department of Health in Pasco County Administrator and first woman to lead the department. Her public health career began in 2015 serving as the Business Manager for the Department of Health in Pasco County. During her first year she was quickly introduced to public health when responding to Hurricane Irma. The following year Pasco hosted an alternate Special Needs Shelter after Hurricane Michael. She also played a key role during the recent COVID pandemic. For the last several years Trang has served as the Assistant County Health Department Administrator overseeing operational and fiscal activities.
Mrs. Chitakone received her bachelor’s in business management from University of Phoenix. While working at the health department she went back to earn a master’s in public health Practice with a certification in Infectious Diseases from University of South Florida in 2020. She is a board member of the Pasco County Opioid Task Force, Alliance for Healthy Communities, Continuum of Care, Early Learning Coalition, and the Transportation Disadvantaged Local Coordinating Board, and past President of the Business Managers Association.
Trang believes smart business practices, accountability, and leveraging community partnerships are the ultimate ingredients for success. She feels strongly about taking time to understand staff from an individual level and building a team who shares the same passion for serving our community needs.
Mike Wells
Board Member At Large
Mike Wells is a native Floridian and a 40+ year resident of Pasco County with a longstanding history of community service and advocacy. He graduated from Ridgewood High School and studied at Pasco-Hernando State College. Wells lives in New Port Richey and enjoys spending time with his family, boating, fishing and meeting the public through various events. Mike’s passion is participating in many volunteer activities and supporting The Angelus, Sunrise of Pasco, and the Coastal Conservation Association. He is a member of the National Association of Realtors, West Pasco Board of Realtors, Florida Realtors, and the West Pasco Chamber of Commerce. He is a graduate of the Leadership Pasco class of 2006 and Leadership Tampa Bay class of 2019. Mike Wells was elected to the Board of County Commissioners in 2014, and served as the Vice Chairman in 2017 and Chairman in 2018. An avid outdoorsman, Wells led a comprehensive initiative garnering state and local support to bring scalloping back to Pasco County for the first time in nearly 25 years. Residents and visitors alike enjoyed a trial scalloping season in 2018 and a 10 day season in 2019. Mike has been appointed as the Pasco County board.
Billy Major
Secretary for The Alliance for Healthy Communities
Mr. Major orignially started Pasco County career with BayCare (formerly known as The Harbor), and has been in the Deflection/Diversion/Reentry field for 25 years now. Mr. Mamor is currently the Diversion and Reentry Manager for the Pasco County Sheriff’s Office. Prior to joining Pasco Sheriff Chris Nocco’s team, Mr. Major managed the social service needs for Pasco COunty Public Defender Bob Dillinger’s Offices (both the New Port Richey and Dade City offices) for 17 years.
Mr. Major’s current role and responsibilites continue to focus on the impact the criminal justice system has on those with substance use and mental health disorders. in networking with the local stakeholders, and collaborating on future operations, there is a focus on improving reentry services.
Mr. Major currently serves as Secretary for The Alliance for Healthy Communities(formerly known as ASAP), where he has been an active board member for several years now. He is also Chair for Pasco Pace Center for Girls Captial Campaign, where he has also served for several years. And with the recent addition of Vincet House of Pasco, Mr. Major serves on the advisory board for this wonderful program.
Melissa Reid
Chief Probation Officer
Melissa Fuller has a Bachelor’s of science degree in Criminology form the University of Florida and a Masters Certificate in Children’s Mental Health from the University of South Florida. She has been with the Department of Juvenile Justice since 2004 and has been the Circuit 6 Chief Probation Officer for almost three years. Her passion for working with children started in elementary school when she volunteered at the special Olympics; since that time, she has studied and worked to find ways to help improve the lives of the youth in our community.
Dr. Eddie Williams
Board Member At Large
Dr. Williams, Ed.D, MSW, LMHC, NCC, CCMHC, MCAP, HS-BCP has 18 years of experience in helping individuals with mental health and substance misuse issues; working in various settings such as residential, outpatient, inpatient hospitalization and home visits. Dr. Williams has a private practice providing Individual, Couples, Family and Group Counseling for patients with mental health disorders or addiction disorders and serves as Associate Professor at Pasco-Hernando State College. Dr Williams has been an integral part of ASAP, collaborating on community events, lending venue space, and helping to build programs at PHSC that support recovery. Dr. Williams is passionate about his work and community and serves as one of our newest board members, joining 2021!
Cesar Rodriguez
Board Member At Large
Cesar Rodriguez is a person in long term recovery whom has been an incremental part of ASAP since 2015. One of the founding members of ASAP’s recovery committee, he has participated in Town Hall Events, Speaking Events, was ASAP’s Volunteer of the Year in 2018, and has advocated and fundraised on multiple occasions. Cesar works for Suncoast Roofing as a GM, is a father to Emma and Maia and husband to Kellie. Cesar is a true example that a people can and do recover, and wants to share his message with those who are still suffering from the disease of addiction. We welcome Cesar Rodriguez, serving as one of our newest board members, joining 2021!
Capt. Toni Roach
Board Member At Large
Captain Toni Roach is a certified law-enforcement officer and has worked for the Pasco County Sheriff’s office in Florida for over 20 years. Her law enforcement experience includes patrol, community policing, school resource officer, and training. Captain Roach holds a Master’s degree in Public Administration and is a certified Mental Health First Aid Adult and Public Safety Instructor.
In 2016, Captain Roach took on the role of agency liaison for mental health and community collaboration and training in Pasco County. She is a certified CIT coordinator for the Pasco Sheriffs’ Office and three municipalities in Pasco county. Captain Roach instructs on topics including Calm, Assess, Facilitate, Communication Skills, and Suicide by Cop.
Captain Roach oversees the Pasco Sheriff’s Office Behavioral Health Intervention Team. This team focuses on collaboration between high utilizers of emergency services and the behavioral health community. The goal of the team is to connect high utilizers to resources to improve stability and reduce costs related to emergency services.
Elizabeth Statzer
Board Member At Large
Elizabeth Statzer is the Director of Vincent House Pasco. She has worked in mental health and social services for over 20 years, and has dedicated her career to advocating for individuals living with mental illness. With previous experience at the Department of Children & Families Substance Abuse and Mental Health Office, as well as with HCA Healthcare, she joined Vincent House in March of 2020. She is a previous board member of the National Alliance on Mental Illness, a Baker Act facilitator for Crisis Intervention Team Training, and the current Secretary of the Florida Clubhouse Coalition.
Rikkard Rambo
Executive Director, Alliance for Healthy Communities
Rikkard (Rik) Rambo Executive Director of the Alliance for Healthy Communities. Rik has over 10 years of experience in Michigan working to champion capacity-building through partnerships with local government, businesses, and other stakeholders to address pressing wellness needs at the community level. In the spring of 2022, Rik moved with his wife to the New Port Richey area, directing a Medication-assisted treatment program in Tampa for the past two years before making his final move to AHC in May of 2024. With over a decade of experience reaching across aisles working to build supportive, inclusive, communities, Rik’s passion is helping people find their strength, believing that every person must have access to their basic needs so they might work towards their greatest potential. He holds a bachelor’s degree in social work, which he states, “helps guide my efforts for people and community,” and he has his MBA with a specialization in business intelligence and analytics management. Kellie Rodriguez
Programs & Outreach Director, Alliance for Healthy Communities
Kellie Rodriguez currently serves as ASAP’s Coordinator. In this role, Kellie oversees both ASAP as well as STAND; Alliance for Healthy Community’s youth coalition. Kellie has been in the social services field since 2004 and holds degrees in Family Life Education (Prevention based Social Work) and Marketing. She is originally from Detroit, MI. Being a proud person in long-term recovery, Kellie’s passion for advocacy in prevention, recovery and mental health is both personal and professional. She is a wife to Cesar, mother of two girls, Maia and Emma, and has a strong passion for giving back to Pasco County and advocating for policy based community change. Kellie helped found ASAP’s Recovery Committee in 2016 and helped plan the county’s first National Recovery Month event the same year. She is an active member in many area organizations such as West Pasco Business Association, National Alliance on Mental Illness and Pasco’s Recovery Community Organization.
Missy Coyle
Coordinator, Alliance for Healthy Communities
After serving in the United States Navy, Missy obtained her LPN license from Pasco Hernando State College. Since 2008 she has worked for BayCare Behavioral health in outpatient settings such as the Community Health Activation team, inpatient receiving facilities, and detox unit. In her role with AHC, Missy employs unique outreach strategies to connect at risk populations to services and provide education to other community organizations. She also co-chairs the coalition’s Substance Exposed Newborn Committee while continuing to work part time with BayCare’s Integrated Stabilization Unit.
Kristina Scherer
STAND Youth Coordinator
In this role, Kristina coordinates our youth led STAND Above the Influence coalition. Kristina is a long-time resident of Spring Hill and is married with four children. She earned her Bachelor of Arts degree at Saint Leo University and previously worked for a Healthcare provider for 20 years. Joining our team in 2024, Kristina is passionate about STAND and its possibilities, providing resources and empowering youth to build healthier communities.
Tiffani McPadden
Prevention Facilitator, Alliance for Healthy Communities
Tiffani McPadden works for AHC as a part time Prevention Facilitator. She is the Secretary for The Hope Shot, Pasco County’s Recovery Community Organization (RCO) and serves on its board of directors. Previously, Tiffani served as the office manager for a drywall business. Responsibilities include being an open line of communication between customers and business to get projects done while tracking all sales income and expense. Prior to this, Tiffani graduated from dental school and worked in the dental field taking care of patients keeping them fully informed of all procedures in treatment while explaining the financial side in layman’s terms. Tiffani has experience in team building, customer care, communication, and collaboration. Currently Tiffani is working on becoming a Recovery Peer Specialist and hopes to be a part of the recovery field in her community.
